अवैध विदेशी नागरिक अथवा जो राष्ट्रीय नागरिक रजिस्टर की प्रक्रिया के बाहर रह जाएंगे उन्हें इस हिरासत केन्द्र में रखा जाएगा। यदि कोई भारतीय सरकारी नियमों के अनुसार अपनी नागरिकता सिद्ध कर पाने में असफल होता है तो हिरासत केन्द्र से निकलने के बाद उसकी नागरिकता क्या मानी जाएगी?
