Letter Urging Government to Promote All Class 10 Telangana Open School Students

Subject: Declare promoted all 10th class students of Telangana Open School registered for April 2020 examinations. Urgent – marginalized students’ future at stake.

Reference: CMO declaration of 9 June 2020 to promote all 5,34,903 10th class students of Telangana state, grading on the basis of their internal assessment marks.                                         

We urge you to promote all students of Telangana Open School 10th class registered for examinations that were scheduled for April 2020.

All registered students for the academic year 2019-2020 had already paid their exam fee by March 2020. Most of the students enrolled in the Telangana Open School are women, and from marginalized sections who missed their education in the right time and school drop-outs who want to make it to mainstream education. Among students are also those who have been counselled away from child labour and streamlined to education. 

Authorized study centres have informed us that they are flooded with calls from open tenth students regarding their exam/result.  They all were hopefully presuming that 10th class would be promoted across Telangana included Open 10th class as well. Students of Telangana open 10th are tensed up regarding their future, as most of them want to go for Open degree or intermediate in regular college equipped with open 10th result.

As subject teachers at contact/study centres would have already given TMA-Tutor marked assessment grades/marks as per the requirement schedule as given in the prospectus for 2019-2020, the same marks/grades may be used for promoting all open school 10th students, just as it was decided to promote 5,34,903 students “to the next class by giving grades to them based on their internal assessment marks.”  Extract from TOSS prospectus with dates of 3 TMA submissions for your ready reference:

A collective decision for both regular and open tenth could have been taken and eased out the burden that students are undergoing due to health emergency, financial emergencies at their homes, especially in the homes of most of the students who are enrolled in the Telangana open school 10th examinations who come from socially and financially marginalized sections of society.  Promoting the regular 10th class students and not promoting open school 10th students is a biased approach and unjust. It hurts.

We trust your earliest announcement to promote all Telangana open school tenth class students enrolled for April 2020 examinations.  This step would give great relief to the tensed up students and give them a direction to chalk out future education road map and for admissions in higher education.
