Subject: CORE AREA OF RESERVOIR REDUCED – FTL BOUNDARY OF OSMANSAGAR DRINKING WATER RESERVOIR REDUCED BY ACRES298.38GUNTAS AT FTL+1790feet – TWO FTL BOUNDARY MAPS dated 13-02-2019 and 4-12-2019, AT FTL+1790feet , REDUCED FROM ACRES 6335.38 GUNTAS TO ACRES 6039.OO respectively – PRAYER TO STALL BID PROCESSING AND DECLARE ENTIRE AUCTION PROCESS AS ILLEGAL, VIOLATION OF RIGHT TO LIFE, RIGHT TO DRINKING WATER, RIGHT TO LIFE WITH DIGNITY

Through this email representation, we update our SOS emails of 14,15 July 2021 with further findings.
1. It is observed from references 2,3,4 cited above, that the area of the drinking water reservoir Osman Sagar has been reduced by Acres 296.38 Guntas, thus severely compromising the holding capacity of the reservoir that in turn seriously affects the drinking water rights of the citizens.
As per ‘MAP OF COORDINATE POINTS OF TOPOGRAPHICAL SHEET OF OSMNSAGAR RESERVOIR R.R(D)’ VIDE RTI REPLY HMWSSB LR NO. 1421 DATED 13-02-2019, Area of FTL+1790feet is Acres 6335-38 Guntas, whereas the ‘MAP OF COORDINATE POINTS OF TOPOGRAPHICAL SHEET OF OSMAN SAGAR RESERVOIR R.R(D)’ downloaded from HMDA website, issued by HMWSSB DATED 04-12-2019 shows Area of FTL +1790feet as Acres 6039.00 Guntas. Thus the area of the reservoir is reduced by acres 296.38 guntas.
It is also observed that the ‘TOPOGRAPHICAL MAP OF OSMANSAGAR RESERVOIR R.R(D) A.P.’ DATED 18-06-2013 ISSUED BY HMWSSB also shows Area of FTL+1790feet Acres 6335-38 Guntas.
Thus, within a span of 10 months, the Area of FTL +1790feet is reduced by acres 296.38 guntas.
The recent auction of ‘open plots’, ‘government lands’ is within 500 meters from the draft FTL boundary line and lies in the prohibited zone of catchment, the bio conservation zone.
Thus in utter contempt of the orders and rules governing drinking water reservoirs/resources, thus violating the very right to life and right to security of drinking water and seriously compromised to commercial interests.
2. It is also observed that neither the Urdu nor English of original memoirs and farmans regarding Osman Sagar issued by the ex-ruler H. E. H. the Nizam, the Raj Pramukh of Hyderabad State, both are not placed in public domain.
3. It is also observed from the HMDA website https://hmda.gov.in/Permissions/rpt_lakes.aspx, that the final notification of the FTL boundary and Cadastral boundary of the Osman Sagar drinking water reservoir has not been issued to date. A preliminary notification has been issued on 30-12-2019.

i) Extract from ‘MAP OF COORDINATE POINTS OF TOPOGRAPHICAL SHEET OF OSMNSAGAR RESERVOIR R.R(D)’ VIDE RTI REPLY HMWSSB LR NO. 1421 DATED 13-02-2019. The area mentioned as at FTL+1790feet is Acres 6335-38 Guntas.
ii)- Extract from ‘TOPOGRAPHICAL MAP OF OSMANSAGAR RESERVOIR R.R(D) A.P.’ DATED 18-06-2013 ISSUED BY HMWSSB, Area of FTL+1790feet Acres 6335-38 Guntas.
iii)Extract from ‘MAP OF COORDINATE POINTS OF TOPOGRAPHICAL SHEET OF OSMNSAGAR RESERVOIR R.R(D)’ FROM HMDA WEBSITE DATED 04-12-2019, Area of FTL +1790feet Acres 6039.00 Guntas.
From the above three extracts that while the Area FTL+1790feet is Acres 6335-38 Guntas in maps dated 13 Feb 2021 and 18 June 2013, in the map dated 4 Dec 2019 Area of FTL +1790feet is Acres 6039.00 Guntas, i.e., reduced by acres 296.38 guntas at FTL+1790feet.
Thus, it is prayed that with multiple demarcations of FTL boundaries and without final notification of the FTL on the topographical sheet, the area and holding capacity of the drinking water reservoir have been corrupted. Thus auction of ‘open plots’ ‘government lands’ in prohibited areas viz., bio-conservation zone of the catchment area of Osman Sagar is an ambiguously marked multiple-use zone that is tucked in between conservation zone and bio conservation zone against the GO111 catchment area rules.
This is a serious overriding of Article 21 of the right to life, right to life with dignity with access to drinking water gravity flows at minimal costs. Hence, the bid processing of the auction held on 15 July 2021 at Kokapet and Golden mile be stalled and the auction process be declared illegal and void.
Please render justice. We shall fully coordinate with you in the public interest. We shall update you with more findings if any.
