Dear Chief Minister,

Sub: Gudi cheruvu destroyed – No water for holy dip for people visiting Sri Raja Rajeshwara Swamy temple, Vemulawada, Siricilla district
Ref: 1) GO 803 dt 25.9.2017 sanctioning 90 crores for ‘conversion of Gudi Cheruvu as Mini Tank Bund, Vemulawada(V&M), RajannaSiricilla district.’

Gudi cheruvu(Temple tank) of Siricilla district, which was meant for channelizing water into the Dharma Gundam(sacred lake) inside the temple for the holy dip of the devotees who visit Sri Raja Rajeshwara Swamy temple, have been deprived of basic facility of water in Dharma Gundam. Devotees who have visited have told that there is dirty water in dharma gundam and no water in Gudi cheruvu.

Irregularities noticed at the outset are as follows:

1- In 2015, 9 crores were sanctioned for Gudi cheruvu in Phase I of Mission Kakatiya, that was cancelled in 2016 vide GO 268 dt 4.2.2016.

Further, In 2017 90 crores has been sanctioned for Gudi cheruvu vide GO 803 dt. 25.9.2017 in Mission kakatiya Phase II for ‘ ‘conversion of Gudi Cheruvu as Mini Tank Bund, Vemulawada(V&M), RajannaSiricilla district.’

This is a 10 times increase in sanction of the funds, which needs justification and investigation.

2- Mission Kakatiya Helpline 040-23472233 does not work. The other mobile numbers given in contact do not answer/switched off. Officials are not unable to give project report.

4- Project report for work components is not available on website http://missionkakatiya.cgg.gov.in/missionkakatiya, except tank details as attached, that is not very user friendly.

5- This is yet another example of failure of Mission Kakatiya involving huge amount of 90 crores. Whereas, Inflow channels of the lake were not restored which is one of main work component as per the mission kakatiya work guide lines given in GO 44 dt 13.3.2015.

6- We demand a social, work and financial audit of Mission Kakatiya works done this far and prompt investigation for 90 crores sanctioned for Gudi cheruvu.

7- We demand that inflow channels of the Gudi chervu be restored immediately and ensure promptly that clean water is provided to Dharma Gundam.

8- Endowments Department is answerable for not ensuring that water channel from Gudi cheruvu to temple is live and running for devotees and tourists.

9- It is crime of huge proportions that a lake is being concretized and killed in this manner. Mission Kakatiya funds are diverted in name of ‘restoration of lakes’ for ‘Mini tankbunds’ that is not a mandate at all.

We are copying this to Water man Shri Rajendra Singh whose endorsement is being quoted on the mission kakatiya website.

We are also copying this to NIti Ayog who has termed mission kakatiya as ‘best water management practice’.

We are also copying this to Comptroller and Audit General to ensure that Audit is promplty conducted on Gudi cheruvu and entire Mission Kakatiya.

We copy this to Governor of Telangana for his prompt action.

SOUL a people’s collective had raised the Third Party Audit for Mission Kakatiya but this was not heeded to by Government of telangana or opposition political parties.

We expect very prompt action on restoration of this lake thru opening of existing inflow channels, creating new inflow channels as per contours and ensuring that pervious buffer zone be left around the gudi cheruvu for all tourists and devotees.
