Subject: Stress Due to Biased Approach Towards Open School Students. Urge Government to Declare Promoted all 10th Open School Students.

Dear Minister of Education,

Director Telangana Open School is quoted in the Newsmeter referenced at 2 above as follows:’

“Meanwhile, TOSS director Venkateshwara Sharma told NewsMeter that promoting open school students without examination doesn’t seem to be a practical solution as most students took classes from private institutions and a mass pass can impact the quality of education”

Further to our representations of 20 June 2020 and 24 June 2020 we state the following critique on Director TOSS statement:

1. All open school students are enrolled only at the Accredited Institutions mentioned in the Prospectus of Telangana Open school for the 2019-2020 academic year.  Accredited Institutions/ Study Centers are at both private schools and government schools.  Contact classes are conducted at these Study Centres / Accredited institutions as per schedule given in your prospectus.  During the contact classes, Tutor marked assessments are taken as per guidelines given in the prospectus. Some students take private coaching apart from the contact classes.

Even in regular 10th, we have government schools and private schools.  Some students take coaching at private tutors apart from attending the private or government schools.

Hence, it is beyond our comprehension how private coaching taken by open tenth students has become an objection to their promotion, while the regular students who also take private coaching are promoted en masse.

This is a totally biased approach contrary to the stated objectives of mainstreaming education for those who have missed education due to financial and social backwardness.

2. As the Director confirms there are around 70,000 students registered for 2019-20 academic year for April 2020 examinations, we urge that the Tutor marked assessment of all the open tenth and inter students may immediately be put up on the website. 

Way Forward:

We once again urge the government of telangana to undo the biased and partial declaration of declaring promoted only 10th regular students and leaving out open 10th students.  Government should declare promoted all telangana open school students enrolled for examinations of april 2020 to boost their morale as an encouragement for future education plans and to take Telangana education standards ahead. 

Marks/grades may be allotted as per the Tutor Marked Assignments which is mandatory for submission by all Authorized centres/study centres. Director TOSS should stop citing frivolous reasons such as open tenth students going for private coaching, which is common to regular students from government and private schools as well. 

We assure to coordinate with you to raise standards of education in Telangana as part of our Literacy Drives that we conduct all through the year.
